1/2 cup brown sugar, packed
1/4 cup granulated sugar
1 teaspoon vanilla extract
1 cup all-purpose flour

Instructions
Preheat your oven to 350°F (175°C) and line your baking sheets with parchment paper.
In a large bowl, whisk together the cocoa powder, flour, baking powder, and salt.
In another bowl, beat together the melted butter, eggs, vanilla extract, and sugar until smooth.
Gradually mix the dry ingredients into the wet mixture until fully incorporated. If you're using chocolate chips, stir them in now.
Using a cookie scoop or tablespoon, drop rounded spoonfuls onto your prepared baking sheets, making sure to space them about 2 inches apart.
Bake in your preheated oven for about 15-20 minutes until edges are set but centers remain slightly soft.
Let them cool on the sheets for about 10 minutes before transferring them to wire racks to cool completely.
In a separate bowl, cream together softened butter with both sugars until fluffy and light. Mix in vanilla extract before gradually adding flour and salt until fully combined. Stir in chocolate chips.
Once your brownie cookies are completely cool, take one and spread a generous layer of cookie dough filling on its flat side. Top it off with another brownie cookie.
